Wake up and smell the electricity

Thanks again to Tim White for keeping an eye on legislative action (or inaction) regarding CT electric market regulation. Here's a good summary of the state of affairs published in the Record Journal. Seems that the legislation has finally woken up and is all primed up to act, but -- now here's the shocker -- they can't agree on what action to take!
