Paint fumes into energy

Torrington's FuelCell Energy will increase production by the end of this year by more than double. Part of this anticipated demand comes from Ford Motor Company's move to capture fumes from their painting facilities and turn them into energy.

Bruce, I'm wondering if you think that this fuel cell technology could be used as part of an energy generation array for a municipal utility district.

Would this work better on a building-by-building basis or could this power whole neighborhoods?
